The Fresno Water Tower was established in 1876 by partners George McCullough and Lyman Andrews to serve the needs of the town of Fresno. In 1890 a group of Chicago investors purchased the Fresno Water Company for $140,000. In 1893, the water company hired architect George Washington Maher to design the new water tower for the city.
In 2001 the interior was remodeled and the tower was opened as a Visitors Center by the Fresno Convention and Visitors Bureau. In October 2014, the Fresno Arts Council took over operation of the Water Tower. The tower functions as the Visitors Information Center for the City of Fresno.
